State Health and Value Strategies and Bailit Health

The Buying Value website, which is supported and maintained by State Health and Value Strategies in partnership with Bailit Health, hosts a suite of resources to support states interested in designing a measure set that will align with other priority national measure sets, as well as those that may already be in use in a state or region.

The Buying Value Measure Selection Tool includes major national measure sets as of March 2022 and their component measures that are applicable for assessing primary care practices, hospitals and ACOs. It is designed to assist states in aligning measure sets. The Buying Value Measure Selection Tool was initially developed on behalf of the former Buying Value Project, an initiative of private and public healthcare purchasers founded to promote and facilitate value-based purchasing.

The Buying Value Benchmark Repository is a database of non-HEDIS and modified HEDIS measures in use by state purchasers and regional health improvement collaboratives and associated performance levels. The spreadsheet is updated periodically as state purchasers and regional health improvement collaboratives submit additional measures and associated performance data. The resource, along with an online forum, allows states and regional health improvement collaboratives to identify and maximize use performance measures that best fit their needs.

CMS Releases Guidance on Optional Long-Term Use of Unwinding-Related Section 1902(e)(14) Waivers

On November 14, 2024, CMS released its second installment in its series of Medicaid and CHIP guidance intended to support state efforts to verify eligibility and conduct renewals in compliance with federal Medicaid and CHIP requirements. A new expert perspective summarizes the latest CMCS Informational Bulletin and accompanying slide deck which address the continued use of unwinding-related section 1902(e)(14) waivers beyond the previously established expiration date of June 30, 2025.
