State Health and Value Strategies (SHVS) and the National Academy for State Health Policy (NASHP) co-hosted an ancillary session at the 2017 annual NASHP meeting on October 23, 2017 in Portland, Oregon. The meeting was entitled “Managed Long-Term Services and Supports: Value-Based Purchasing Strategies, Challenges and Opportunities” and focused on supporting state learning, skill-building, and strategy development to foster sound Medicaid managed care (MMC) policies and value-based purchasing (VBP) strategies specific to long term services and supports (LTSS).

As evidence of Medicaid expansion’s positive fiscal impact continues to mount across the country, the ability to identify and allocate state general fund dollars “saved” through expansion matters now more than ever. This presentation by Manatt Health reviews the most recent findings on the economic impacts of Medicaid expansion, discusses how state can refine estimates of enrollment, savings, and other expansion impacts, and addresses how states are using information on economic impacts to demonstrate the value of expansion.
Social Media Insights, Best Practices, and Tips for OEP3 and Beyond
As health insurance exchanges approach the third open enrollment period under the Affordable Care Act (ACA), social media platforms continue to represent vital channels through which exchanges can reach consumers. Using social media to inform and educate consumers about the availability of affordable coverage options through the marketplace can be a critical component of an exchange’s communications plan, but also requires an understanding of some of the most effective ways of using them. This slide deck, prepared by GMMB, provides an overview of several social media channels, as well as key insights and tips for making sure that exchanges are utilizing them as effectively as possible.
State Network Annual Meeting Presentations and Materials
The State Network hosted its Annual Meeting in New Orleans, LA on April 29 – May 1, 2015, bringing together state officials and technical experts to provide technical assistance and discuss lessons learned on continuing implementation of the coverage provisions of the Affordable Care Act (ACA). The Annual Meeting included peer-to-peer sharing between stakeholders from exchanges, Medicaid agencies, departments of insurance, and governors’ offices throughout the topic specific breakouts on key ACA implementation issues.
Consumer Impact Analysis Presentation
As the 2015 open enrollment period approaches, one of the most significant challenges faced by marketplaces stems from the complicated nature of premium subsidy calculations, which may lead to potentially large swings in consumers’ after-subsidy premiums and could have tax liability implications.
QHP/IAP Renewals Small Group Convening Resources
The State Network hosted a Small Group Convening in Boston, MA on July 10-11, 2014, bringing together state officials and technical experts to discuss QHP and IAP renewals in advance of the upcoming open enrollment period. The meeting provided officials from several states within and outside of State Network an opportunity to discuss strategies for confronting potential issues related to the renewals process.
All-Payer Claims Database Small Group Convening
The State Network hosted a Small Group Convening in New Orleans, LA on January 23-24, 2014, bringing together state officials and technical experts to discuss All-Payer Claims Databases and rate review.
Rate Review and Next Steps in Health Reform
The Oregon Health Policy Board met on August 6, 2013 to present updates on the 2013 legislative recap, the Coordinated Care Model Alignment workgroup, Health System Transformation Quarterly Report, and rate review and transparency opportunities.
Illinois: A Strong Partner in RWJF’s State Network
The Illinois Health Reform Implementation Council convened on July 23, 2013 to discuss progress on the state’s partnership Marketplace. Among those updates was a presentation by State Network director, Heather Howard, and deputy director Chad Shearer on the current role of the network in providing technical assistance to Illinois, an overview of the previous/current assistance, and discussion of potential opportunities for assisting the state moving forward.
